My money is on the germans in WW2. They did some crazy stuff, like parachuting into an enemy fortress and taking it and that crazy story about their spec ops turning around entire russian divisions by lying to them.

There are two series of books about naval operations in the Napoleonic Wars. The Hornblower books by CS Forester and the Aubrey/Maturin series by Patrick O’Brien. Extraordinary swashing of buckles and doing of derry.
