If I’m painting a room two tones, the bottom-half red, what color should I use on the top-half?
I’m putting up an accent border about waist high to separate the two colors, I’m just not sure what color would go well with a dark red.

I would think a caramel color or a mocha color would look nice. It depends a lot on your border also. You have many many choices for border with the red/mocha combo.., green, blue darker browns,to name a few. Good luck.
